Mission

To establish, grow and sustain the VICEROY Virtual Institute. Comprising of academic Cyber Institutes at institutions of higher learning nationwide, especially those with Reserve Officers’ Training Corps (ROTC) programsto develop foundational expertise in critical cyber and electromagnetic spectrum operational skills for future military and civilian leaders of the DoW, including such leaders of the reserve components, as authorized in Section 1640 of the NDAA. 

Vision

To be recognized by the Department of War as the premier experiential cyber-spectrum workforce pathway, producing job-ready leaders for military, civilian, and Defense Industrial Base sectors who enable Q-BID and related Critical Technology Areas across the battlespace. 

THE VICEROY APPROACH

VICEROY increases the number of college graduates possessing job-ready cyber and electromagnetic spectrum skills aligned to the Cyber Institutes statute and Department of War workforce needs. 

VICEROY develops foundational expertise in critical cybersecurity and spectrum operations, as well as in strategic foreign languages, cryptography, and data science—core elements directed in the NDAA to enable future leaders to operate effectively in contested environments. 

The VICEROY approach augments traditional college curricula by providing high-impact, hands-on, experiential learning opportunities uniquely tailored to the workforce demands of the Armed Forces, DoW, and Defense Industrial Base partners. These experiences are tightly coupled to the Department’s Critical Technology Areas (CTAs)—especially Q-BID, which focuses on modernizing communication and sensing technologies for operational effectiveness in contested electromagnetic environments. 

Academic Partners become part of a national network of consortia supported through mentorship, cross-VI collaboration, and shared resources to implement at their institution, enhanced curricula, and mission-aligned research.
