Establish academic cyber institutes at institutions of higher learning, to develop foundational expertise in critical cyber operational skills for future military and civilian leaders of the Armed Forces and the Department of War (DoW), including such leaders of the reserve components.

To be recognized by DoW as the leading experiential cyber-spectrum operations education and internship pipeline producing job-ready leaders in military, civilian, and industrial base sectors.

THE VICEROY APPROACH

VICEROY establishes Virtual Institutes (VIs) at institutions of higher learning with the intent to increase the number of Reserve Officers’ Training Corps (ROTC) and civilian graduates possessing job-ready skills. These VIs develop the foundational expertise in critical cybersecurity and electromagnetic spectrum operations for future military and civilian leaders of the Armed Forces and the Department of War (DoW).

The approach augments traditional college curricula by providing high-impact, hands-on, experiential learning opportunities uniquely tailored to match the workforce demands of the Armed Forces, DoW, and Defense Industrial Base Partners. VIs become part of a community of other consortiums that are supported through mentorships to implement their unique VICEROY program and enhanced curriculum.
